Official Ratings!

When I watch a race and I spot a horse I like or dont like say a winner that impressed me or a winner I wanna oppose next time, how can I find out how much is has been raised in OR weights?

I presume you mean can you find out when the handicapper has completed his assessment? the earliest information goes directly to the trainer so he can gauge what sort of race he can place the animal in next time.. The information is available to the general public at the declaration stage .
When the horse has scooted in the trainer wants to run it before the mark is made it may have to carry a penalty (normally 7lbs)
where there is plenty of time you can get the official assessment and any future assessment from the racing times will show the table in a separate post
